vCloud doesn't share external network between VDC's?

5.1 everywhere

Unable to use the external network for more than one Provider VDC.  Anyone know of a scenario where both Org VDC's have the External Network listed, but only one Provider VDC (the first) can use it?

Current Setup

2 Organizations

2 Provider VDC's (different clusters on the same vCenter.  Both clusters have the same switches, with the same names)

2 Organization VDC's (can see the external network in both)

When I create a new VM or add it from catalog, it works great in the first Organization VDC, but the second Org VDC doesn't even show the External Network.

Any ideas?
