Strange IP behaviour

I have a reoccurring problem, wanted some other eyes on it.

 

We have multiple IP's assigned to virtual nic1.  It also has a Vswitch VLAN assignment.  We have other virtual nic's in the VM.

 

OS is Windows Server 2008 R2 being run off a ESX4 box.

 

A 192.168.x.x IP was assigned to the NIC in the past.  It was deleted and moved to a different NIC.  At that time an error message was generated that said it was still assigned to the first NIC.

 

If you open the properties of the first NIC, it is there as the default address, even if you delete it again.

 

If you run ipconfig /all at the command prompt; it isn't listed.  That IP cannot be accessed outside the server from any IP in it's VLAN so this seems to indicate, even though the UI thinks the IP is there, the OS really doesn't.

 

No rebooting OS, deleting IP, removing the NIC, deleting the NIC after disabling, deleting the NIC from hidden devices in Device Manager has any impact.  That one IP keeps coming back to NIC1 and is never routable.

 

WE HAVE NOT rebooted the ESX box, it has many VM's on it that can't be brought down easily.

 

Any thoughts?
