CPU usage is Different Inside and Outside the VM

I checked the CPU usage for a particular vm from guest os of that vm that was different from that i checked outside the vm that means from the performance graphs of that VM. Inside the VM it was approx 100% and Outside the VM it was only 50%. Anyone any idea? in my view both should show the same statistics.
