auto-hide taskbar problem

I'm running a Win 7 VM in Snow Leopard in Unity mode.  In Fusion, I set View->Show Task Bar in Unity.  In the Win7 VM, I check Control Panel->Taskbar and Start Menu Properties->Auto-hide the taskbar to be on and set the taskbar location to be the bottom of the screen.

 

When a Win7 VM application, like Outlook, is currently frontmost/active, and I move the mouse down to the bottom of the screen, the taskbar shows up.  If I then move the mouse back up toward the top of the screen without clicking anything, the taskbar hides, as it should.

 

If, however, a Mac application is frontmost active, and I move the mouse to the bottom of the screen, the Win7 task bar show up but when I move the mouse away without clicking anything the task bar stays visible active. 

 

Is a known bug?  Is there a workaround?
